The article is based on the central thesis that the collapse of nuclear arms control mechanisms—particularly following the breakdown of arms control agreements between the United States and the Russian Federation—has led to an unprecedented situation in which the majority of the world’s nuclear arsenal is concentrated in the hands of authoritarian political leaders. The author argues that this shift undermines the stable deterrence system that has prevailed since the end of the Cold War and opens the door to a new arms race.
