يتناول هذا البحث، دور الحلف الأطلسي في منطقة القرن الأفريقي، من خلال تحليل أبعاد دوره، الأمنية والاستراتيجية في ظل التنافس الدولي على المنطقة. ويركّز على طبيعة تدخل الحلف الأطلسي، ووسائله، وأهدافه في دعم الأمن ومحاربة الارهاب والقرصنة. خلُص البحث إلى أن تدخل الحلف يجمع بين الأمن الجماعي ومصالح الهيمنة الدولية، مما يتطلب تفعيل الدور الإقليمي وتعزيز الشراكات العادلة لتحقيق الاستقرار الحقيقي في المنطقة.
بعد عام 2005، توسع دور حلف شمال الأطلسي (الناتو) في القرن الأفريقي ليشمل قضايا أمنية تتجاوز مجرد الدفاع الجماعي عن الدول الأعضاء. وتأتي هذه التوسعات في إطار استراتيجية الحلف للتعامل مع التهديدات الأمنية العالمية، والتي تؤثر بشكل مباشر أو غير مباشر على مصالح الدول الأعضاء.
يمكن القول إن دور الناتو في القرن الأفريقي بعد عام 2005 تحول من التركيز على قضايا الدفاع التقليدية إلى مقاربة أمنية شاملة، تركز على القضايا العابرة للحدود مثل مكافحة القرصنة والإرهاب. ورغم أن هذا التوسع يعكس سعي الحلف لمواجهة التهديدات العالمية، إلا أنه يثير أيضًا جدلًا حول طبيعة الدور المستقبلي للناتو في أفريقيا، خاصة في ظل المخاوف من تدخلاته العسكرية، وتزايد نفوذ قوى أخرى مثل الصين وروسيا في القارة.
